Mugabi Charles Lubandi is a seasoned social scientist with 19 years of experience in managing community interventions, particularly in refugee education, sustainable livelihoods, peacebuilding, and conflict resolution. He holds a Bachelor's Degree in Arts & Social Sciences from the Islamic University in Uganda (IUIU) and a Postgraduate Diploma in Project Planning and Management from the Uganda Management Institute (UMI). Throughout his career, Charles has played a pivotal role in strategic program development, grant management, and institutional leadership. Before joining CIYOTA, he worked with organizations such as Francois-Xavier Bagnoud (FXB) Uganda, Muteesa I Royal University, Children of Uganda, and Restless Development, gaining extensive experience in reproductive health, HIV & AIDS awareness, and sponsorship education. His expertise lies in designing and managing projects that enhance education access for refugee and host community youth while ensuring efficiency in program execution.


As the Programs Director at CIYOTA for the past four years, Charles has led institutional strategic planning, grants sourcing, and program development. He has successfully mobilized resources, securing significant grants from organizations like Mastercard Foundation, Education Cannot Wait, and Anzisha Education Accelerator. His leadership extends to human resource management, ensuring staff development through performance appraisals, mentorship, and training. Charles also spearheaded the design of the Family Empowerment Programme Strategy at Children of Uganda and developed a Theory of Change that improved program outcomes by 20% in three development projects. Passionate about mentorship, he envisions guiding future leaders through structured training programs, tracking their growth, and providing constructive feedback to enhance institutional impact.
